About Us

Who We Are

The Health Economics and Health Insurance Research Cluster (CHIEF) is a research group under the Department of Health Administration and Policy, Faculty of Public Health, Universitas Indonesia. Established in 2025 and active through 2030, CHIEF brings together leading academics and researchers dedicated to advancing the science of health economics and health financing in Indonesia.

We operate at the intersection of academic rigor and real-world policy impact — producing research that is not only published in peer-reviewed journals, but also translated into actionable recommendations for policymakers, insurers, and health system stakeholders.

What We Do

CHIEF conducts systematic and quantitative research to understand and improve Indonesia’s health system — with a particular focus on health financing and insurance. Our work covers the full policy cycle: from designing and evaluating insurance schemes, to assessing health technology costs, to analyzing market structures and equity in access to care.

We use advanced econometric methods and data-driven approaches to generate evidence that is rigorous, relevant, and responsive to the needs of Indonesia’s evolving health landscape.

Our Vision

To become a leading center of excellence in health economics research — producing high-quality scientific knowledge and evidence-based policy recommendations that advance a fair, effective, efficient, and sustainable health financing system in Indonesia.

Our Mission

  1. To generate evidence-based policy recommendations that strengthen Indonesia’s health financing and insurance systems, particularly in the implementation of the National Health Insurance (JKN).
  2. To contribute academically through the development and testing of theories, methodologies, and applications in health economics and health insurance.
  3. To support curriculum development and teaching materials grounded in cutting-edge research in health administration, health economics, and Health Technology Assessment (HTA).
  4. To build the capacity of students and early-career researchers through direct involvement in research, quantitative data analysis training, health data processing, and scientific publication.
  5. To foster cross-sector and inter-institutional collaboration that produces health policy research with real and lasting impact at national and international levels.
