Biography

Hadi Rahmat Purnama is a Senior Lecturer in Public International Law at the Faculty of Law, Universitas Indonesia, where he has been teaching since 2004. With more than two decades of academic, research, and policy experience, his expertise spans public international law, international trade law, international investment law, human rights, international humanitarian law, regional integration, security studies, and transnational legal studies. He is currently pursuing a Ph.D. in Transnational Legal Studies at Vrije Universiteit Amsterdam and earned his LL.M. in International Legal Studies from American University, Washington College of Law, as a USAID ELIPS scholar. Throughout his career, he has received numerous prestigious scholarships, including awards from LPDP, USAID, the KORINDO Foundation, and Universitas Indonesia, and was recognized with the Best Teacher Award by students.

He currently serves as the Chairperson of the Center for International Law Studies (CILS), Faculty of Law, Universitas Indonesia, and is also the Director of Law, Human Rights, and Social Inclusivity at LP3ES. Previously, he chaired the Human Rights Center at the Faculty of Law, Universitas Indonesia, and led the Strengthening Human Rights and Peace Research and Education in ASEAN/Southeast Asia (SHAPE-SEA) program funded by the Swedish International Development Cooperation Agency (SIDA). His leadership has focused on strengthening legal research, institutional capacity, human rights advocacy, and regional cooperation across Southeast Asia.

Beyond academia, Hadi has served as a trusted legal expert and consultant for numerous national and international institutions. He has advised the Government of Indonesia on issues relating to international trade, investment, human rights, strategic trade management, and regulatory reform, working with institutions including the Ministry of Trade, Ministry of Industry, Ministry of Investment and Downstream Industry, Ministry of Communication and Information, the Investment Coordinating Board (BKPM), Asian Development Bank (ADB), International Labour Organization (ILO), USAID, and PwC Legal Indonesia. Earlier in his career, he also served as a Trade Lawyer for the Indonesia Trade Assistance Project (ITAP), implemented under USAID.

His scholarly work has resulted in numerous publications on international law, human rights, trade, and security, including contributions to the Netherlands Yearbook of International Law, Brawijaya Law Journal, and Sriwijaya Law Review, as well as edited books and policy papers on ASEAN human rights, strategic trade management, investment treaties, and WTO law. In addition to his research, he has delivered extensive training and capacity-building programs for government institutions, law enforcement agencies, and international organizations in the fields of international trade law, investment law, human rights, and international humanitarian law. He regularly presents his work at leading international conferences, including those organized by AsianSIL, the Indonesia Society of International Law, and institutions across Asia, North America, and Europe.
