Dr. Phil. Hendricus Andy Simarmata, S.T., M.Si., IAP, is a senior Indonesian urban planner, researcher, and policy advocate with more than two decades of experience in sustainable urban development. His work spans research, consultancy, and institutional advocacy, with a recent focus on advancing contemporary planning approaches such as Spatial Planning 5.0, the Healthy City Scanner, and new models of environmental planning.

He has contributed to shaping national urban and environmental policies and served as a consultant to major international organizations, including the World Bank, Asian Development Bank, Global Affairs Canada, and the OECD.

Dr. Simarmata earned his Ph.D. in Development Studies from the University of Bonn. He has served as a senior lecturer at Universitas Indonesia and founded HAS Office and NUA Advisory, initiatives that support governments, private sector actors, and communities in sustainable development.

From 2019 to 2025, he is the president of the Ikatan Ahli Perencanaan Indonesia (IAP) and a member of the Scientific Committee of the ISOCARP. He has authored numerous scholarly works and books, including Phenomenology of Adaptation Planning, 22 Planning Ideas, and Metropolitan Indonesia: Current Status and Future Challenges, and is a frequent speaker in international forums on urban transformation and planning innovation.
