About ICG

The cluster explores innovation, public governance, and ethics through comparative research nationally and internationally, addressing complex challenges that demand adaptive and collaborative governance approaches. ICG’s work encompasses public sector innovation, digital transformation, policy evaluation, institutional design, and ethical governance, aiming to contribute to evidence-based policymaking and institutional reform in an era of rapid change.

ICG is actively engaged in global research initiatives, including collaboration with the GOGREEN Project (Governing Green Transitions)  a major international research project led by Roskilde University and funded by the Danish Independent Research Council that builds a global comparative database of local co-creation efforts in green transitions. Through this partnership, ICG contributes to knowledge on governance factors driving sustainable development, co-creation processes, and multi-stakeholder collaboration for environmental and social outcomes.

Established to strengthen research excellence at FIA UI, ICG brings together scholars, researchers, and practitioners committed to advancing public governance studies and supporting sustainable change. The cluster collaborates with national and international academic institutions, government agencies, civil society organizations, and development partners to bridge research and practice.

In addition to individual researcher publications, ICG produces policy briefs, working papers, academic articles, and actionable recommendations to support public sector modernization and comparative governance scholarship. The cluster also convenes seminars, workshops, and public discussions to stimulate research dissemination and community engagement.

Through its commitment to rigorous scholarship, collaborative research, and policy relevance, ICG aspires to be a leading center for governance innovation and comparative public administration in Indonesia and the wider region.

Analysis of the public sector innovation landscape and public governance to achieve social justice

The journey begins in 2024 with a comprehensive analysis of the public sector innovation landscape and public governance to achieve social justice. This foundational phase maps institutional capacities, reform trajectories, and governance gaps within Indonesia and comparative contexts. By examining how innovation ecosystems operate within bureaucratic and policy structures, ICG establishes an empirical baseline for future reform-oriented research.

2025

Comparative Ethics and administration framework

In 2025, the focus advances to developing a Comparative Ethics and Administration Framework. Building on institutional mapping, this phase integrates normative and empirical perspectives to examine integrity systems, accountability mechanisms, and ethical standards across governance systems. Through comparative methodology, ICG seeks to construct a robust analytical framework that links administrative ethics with institutional performance and democratic legitimacy.

Implementing Artificial Intelligence for public innovation & enviromental sustainability

The 2026 agenda shifts toward implementing Artificial Intelligence for Public Innovation and Environmental Sustainability. Recognizing the transformative impact of digital governance, this phase investigates how AI can enhance public service delivery, regulatory oversight, and environmental policy implementation while addressing ethical risks and governance safeguards. This stage bridges innovation research with sustainability and digital-era public administration.

Finally, in 2028, the roadmap culminates in research on handling conflicts of interest in public services. As governance systems become more technologically integrated and multi-actor oriented, managing conflicts of interest becomes critical for maintaining public trust. This phase synthesizes prior research on ethics, innovation, and governance structures to develop policy recommendations and institutional safeguards that enhance transparency, integrity, and accountability.
